JCR Talent Partners was founded by Kenneth Royal, a seasoned Talent Acquisition Partner with close to a decade of experience helping small businesses scale their teams while staying compliant. After seeing too many entrepreneurs struggle to manage HR without the budget for a full-time hire, Kenneth launched JCR Talent Partners to fill the gap: offering high-quality, flexible HR support that grows with your business.

Kenneth Royal is an experienced HR professional with a strong background in talent acquisition, compliance, and workforce development. He holds a Bachelor’s degree in Public Administration and has spent close to a decade supporting both corporate and small business environments.

Our Services
Choose based on your team size: Strategic, transitional, or foundational HR support
Our retainers give you a dedicated HR partner each month, with a set number of hours for hands-on support, advice, and compliance work.
Additional hours are billed at $175/hour; unused hours may roll over. Most clients begin with Intermediate and scale up or down seasonally.
For businesses not ready for a monthly retainer, we offer fixed-price, project-based HR solutions designed to solve specific challenges quickly and effectively.
Employee Handbook Creation – $1,000
We’ll create a fully customized employee handbook that reflects your business’s policies, culture, and compliance needs. This includes gathering information from you, drafting clear and legally compliant policies, and providing both a digital and print-ready version. We also include a 30-minute review session to walk through the handbook with you.
HR Compliance Audit – $1,200
We’ll perform a full review of your HR processes, documentation, and compliance with applicable labor laws. This audit covers employee files, required labor postings, onboarding procedures, wage and hour practices, and policy adherence. You’ll receive a detailed report highlighting gaps, risks, and actionable recommendations to keep your business in compliance.
Job Description & Posting – $300
We’ll craft a clear, compelling, and compliant job description that attracts the right candidates. This includes defining responsibilities, qualifications, and performance expectations, plus writing a posting optimized for online job boards. We can also recommend the best platforms for your industry and budget.
Onboarding Process Setup – $750
We’ll design a smooth, professional onboarding experience for your new hires — ensuring they feel welcomed, informed, and productive from day one. This can include checklists, new hire forms, training schedules, welcome packets, and manager guidance to streamline integration.
Performance Improvement Plan (PIP) Development – $500
When an employee is struggling, a well-crafted PIP can help clarify expectations, set measurable goals, and outline a path for improvement. We’ll work with you to develop a tailored, compliant PIP that protects your business and gives employees a fair opportunity to succeed.
